Overview

The City is initiating the environmental review process for Project No. 3038 – West Leland Road Extension Phase II. In accordance with the California Environmental Quality Act (CEQA), the City has prepared this Notice of Preparation (NOP) to inform agencies, organizations, and interested community members that an Environmental Impact Report (EIR) will be prepared for the project.

We are requesting input regarding the scope and content of the EIR. Public feedback helps ensure that the analysis addresses relevant environmental topics and community considerations.

Construction anticipated to start late summer 2027. 

Project Description

The West Leland Road Extension Phase II project proposes to extend the existing corridor to improve roadway connectivity, reduce congestion, increase regional mobility, and support future development in the surrounding area.

Key features of the proposed project include:

• Extension of the West Leland Road from Santa Teresa Drive to Avila Road within Pittsburg City limits
• Multimodal improvements such as pedestrian and bicycle facilities
• Underground utility infrastructure improvements

Environmental Review

The EIR will evaluate potential environmental impacts, including (as applicable):

• Aesthetics
• Air Quality
• Geology and Soils
• Hydrology and Water Quality
• Noise
• Statutorily Required Sections

The City welcomes comments regarding environmental issues that should be addressed in the EIR.

Public Scoping Meeting

Two scoping meetings, open to the public, agencies, and stakeholders, will be held to receive public comments and suggestions on the project. At these meetings, staff will give a brief presentation of the EIR process and will take public comment on the proposed EIR.
