What Is a Cross Connection Control Plan?

A Cross Connection Control Plan is a program designed to prevent the unintentional flow of non-potable (unsafe or contaminated) water into the public drinking water system. Cross connections are actual or potential connections between a potable water supply and a source of contamination or pollution.

These plans are essential for:

  • Ensuring the integrity and safety of the public water supply
  • Preventing health risks associated with contaminated water
  • Complying with state laws and regulations

What Is Backflow?

Backflow is the unwanted reversal of the flow of water or other substances into the drinking water system.

Backflow can allow contaminants like pesticides, fertilizers, chemicals, or bacteria to enter the drinking water supply, posing serious health risks.

To prevent backflow, the City of Pittsburg requires the use of approved backflow prevention devices in specific settings, such as commercial properties, irrigation systems, and high-risk residential setups.

California Law & Regulatory Requirements

The requirement for a Cross Connection Control Plan is mandated by the California Code of Regulations, Title 17, Sections 7583-7605. This regulation requires public water suppliers, such as the City of Pittsburg, to:

  • Protect the potable water supply from contamination
  • Conduct regular surveys and inspections of water users
  • Ensure that backflow prevention assemblies are installed, tested, and maintained as necessary
  • Maintain detailed records of inspections, installations, and test results

Compliance with these laws helps ensure that every tap in Pittsburg delivers safe, high-quality water.
