The Residential Rental Inspection Program (RRIP) helps protect quality of life for everyone in Pittsburg: renters, neighbors, and property owners alike. The goal is to ensure that all rental housing is safe, livable, and properly maintained.

This mandatory program applies to most non-owner-occupied residential rental units within city limits. Registration, inspections, and self-certification are all part of the process. Landlords, it’s your responsibility to keep your properties up to code. We’re here to help you do it.

Program Background

  • Effective Date: March 2006
  • Purpose: Reduce blight, increase property value, and promote safe housing
  • Funding: Self-funded by registration fees (not taxpayer dollars)

Who Must Register?

All residential rental property owners must register unless the unit is:

  • Owner-occupied
  • Fully subsidized (for example, 100% Section 8 or other government-covered housing)

Program Requirements

  1. Initial Registration

    Every rental unit must be registered through the City’s Accela portal.

  2. Annual Renewal

    Property registration must be renewed each year.

  3. Inspections

    Periodic inspections may be conducted by City staff.

  4. Self-Certification

    Owners of well-maintained properties may qualify to self-certify, which means fewer inspections.

  5. Non-Compliance Penalties

Failure to register or comply with program standards may result in citations and fines.

Common Questions

Q: What happens during an inspection?

A trained inspector will check for health and safety issues like smokes detectors, water leaks, electrical hazards, pests, and structural concerns.

 

Q: Do I have to be present?

Tenants must be notified, and either the landlord or tenant can be present during the inspection.

 

Q: Can I avoid inspections?

If you maintain your property well, you may qualify for the Self-Certification Program. This allows fewer inspections by the City.
